 Robert Ratliff, raised in Markham, Illinois, dedicated more than 40 years of honorable service to the United States Army. Throughout his distinguished military career, he exemplified commitment, leadership, discipline, and unwavering patriotism in service to his country.

Over the course of three decades, Mr. Ratliff served with honor and distinction, earning the respect of fellow service members, commanders, family, and friends alike. His military career reflected a steadfast devotion to duty and a deep sense of responsibility to the nation he proudly defended.

Following his retirement from the Army, Mr. Ratliff continued his commitment to hard work and service through entrepreneurship. As the owner of a Ratliff Construction Company, he applies the skills, craftsmanship, and work ethic passed down from his father, who began working in the construction industry in 1946. Building upon that strong family foundation, Mr. Ratliff has continued the tradition of excellence, leadership, and dedication within the construction field.

Grounded in the values instilled during his upbringing - faith, perseverance, integrity, and service to others, Mr. Ratliff has carried those principles throughout both his military and professional career. His dedication to family, community, and country has left a lasting impact on all who know him.

Cindy Ratliff serves as Vice President & Principal of Ratliff Construction Company, where she provides executive leadership, strategic direction, and operational oversight across all areas of the organization. In this role, she is responsible for fostering company growth, strengthening client relationships, ensuring excellence in project delivery, and upholding the company’s mission, values, and long-term vision.

Prior to joining Ratliff Construction Company, Cindy served as Deputy Director for Defense Logistics Agency Human Resources Services supporting Department of Defense customers. In that capacity, she demonstrated exceptional partnership-building skills, industry expertise, professionalism, sound decision-making, and a strong commitment to quality, safety, and customer satisfaction.

Cindy brings extensive leadership experience to Ratliff Construction Company and plays a vital role in overseeing daily operations, business development, financial performance, project execution, workforce management, and organizational planning. Her leadership continues to strengthen the company’s commitment to excellence, integrity, and service.

 Irma R. Holloway has spent more than 30 years connecting people, businesses, and communities throughout the South Suburban region to meaningful opportunities. Inspired by her father’s more than three decades in the construction and development industry, she proudly states, “This work is in my DNA!”

As Chief Operations Officer of Phoenix Construction and Consultancy Inc., Holloway specializes in Project Management, Economic Development, Diversity & Inclusion, and Strategic Consulting, consistently delivering value and exceeding client expectations.

In her role as Strategic Advisor, Infrastructure & Partnerships for Ratliff Construction Company, Holloway advises executive leadership on infrastructure, business growth, and organizational development initiatives. She leads partnership development with government agencies, private sector organizations, contractors, developers, and community stakeholders while identifying strategic opportunities, grants, contracts, and community development initiatives. Her leadership also supports business development, operational efficiency, project delivery, and organizational performance.
